Lament - Lagosians over flood
Flooding in Lagos… According to a report published in Nature, a strong El Niño — signalled by the periodic warming of ocean-surface temperatures in the equatorial Pacific — can lead to heavy rain in parts of Africa and North America and drier-than-normal conditions in Australia, Indonesia and parts of India.
Permanent Secretary, Ministry of the Environment, Oluwatoyin Onisarotu, on Monday said that the warning became necessary based on the outcome of the recent 2015 Flood Management Stakeholders Roundtable Meeting in Abuja, where preparations were made for the forecast of the 2015 Flood Management Strategies.
Onisarotu hinted of the possible consequences of the release of water from the dam in Cameroun and its attendance effect on the coastal waters and wetlands in Lagos.
It was also disclosed at the Abuja meeting that the release of excess water from the Lagco Dam may cause flooding that will affect the Benue River Basin and states like Adamawa and the Niger-Delta
Cult members kill Jos varsity student
A BLOODY clash between two rival cult groups at the University of Jos (UNIJOS) over the weekend has left a student dead. Sources claimed that the incident occurred at Gondola, near Angwan Rukuba in Jos North local council, as members of a group went to the room of a member of a rival cult simply identified as Nanfwan, a diploma student at the institution’s Centre for Continuing Education.
According to the eyewitness, the rival cult members shot him four times and he died instantly. They then went close to his body, shattered his head and body with knives.
It was also learnt that the father of the deceased was an All Progressives Congress (APC) senatorial aspirant while the boy was an only son.
Residents of the area were shocked at such a bloody clash because according to them, “it was the first time something like this was happening here. The hostel had been very peaceful and lively.”
Sources also hinted that the body was immediately taken to the morgue of Bingham University Teaching Hospital (BUTH), Jos, from where the deceased’s relations removed it for burial on Saturday.
Police Public Relations Officer, Plateau State Police Command, Abuh Emmanuel, confirmed the incident, promising more details later.
On August 4, a combined team of the Special Task Force (STF), the police and the Directorate of State Security (DSS) in Plateau had carried out an operation at UNIJOS, Federal College of Forestry and on people on the streets of some areas known to be notorious for criminal activities and arrested 16 students believed to be cult members.

Father shot three times in front of his family by teen robbers he tried to help
The Atlanta man who was shot when his home was invaded just as he and his wife had returned from a vacation said he remembers praying out loud, telling God he expected to meet him that day.
Mike Lash said he prayed.
“Lord, this is, I guess, the moment I will meet you today … if it is not your will, I am ready to stay,” he said.
Lash and his wife, Whitney, and their two children had just come home from vacation on August 16 when there was a knock at their door.
According to the account given by the Lashes to ABC News, Lash answered the door and saw two young men who told him they had just moved in down the street and experienced car trouble. The two men said they needed a jack, according to Lash.
“I had a feeling that it was an excuse and we were about to be robbed. Right about that moment i saw them pull the gun on Mike,” she said.

My husband wants to die in my arms - Ceiline Dion
Céline Dion explains that her return to Las Vegas is part of her duties to take care of ailing husband René Angélil, who continues to battle throat cancer.
When the iconic singer announced she would be going on hiatus from her Las Vegas residency because her hubby's health had taken a turn again, fans didn't know whether she would return to the stage or not.
Luckily, Dion recently revealed that she's decided to take the stage at Caesars Palace, because "my biggest job is to tell my husband, we're fine. I'll take care of our kids. You'll watch us from another spot," she tells USA Today during an emotional interview.
Dion says she resorts to being strong in times like these, but sometimes Angélil "needs something more sensitive than that, more than just positivity. Sometimes he just wants me to enter into a different place with him."
She continues, "I'll say, 'You're scared? I understand. Talk to me about it.' And René says to me, 'I want to die in your arms.' OK, fine, I'll be there, you'll die in my arms."
By her side throughout her career has been her former manager and husband, 73, who is also the person who encouraged her to return to the stage at Caesar's Palace come Aug. 27.

In Nigeria N858b loss to vandalism and oil theft
AT an average price of $97.59 per barrel, Nigeria lost $3.9 billion (N858 billion) between January 2013 to April 2015 to the activities of pipeline vandals and crude oil theft, the Nigerian National Petroleum Corporation (NNPC), has said.
However, industry sources said that the unsavoury trend has significantly reduced since May, with the corporation hinging halt in the economic retarding practices to the setting up of a critical infrastructure force with direct line of sight and accountability matrix and a combination of enlightenment, empowerment and enforcement of anti-sabotage laws.
Already, the nation’s crude oil export has declined by 30,000 barrels per day due to stoppage of production through the Obagi-Rumuekpe 12” Oil Export Pipeline in Rivers State by Total Exploration and Production Limited.

Working long hours may increase stroke risk
Researchers on Friday, August 21, revealed that working 55 hours or more per week, might be associated with greater risk of stroke and developing coronary heart disease, compared with working a standard 35 to 40 hours.
The study led by researchers from University College London, was published in the journalThe Lancet.
Prof. Mika Kivimaki, who led the study, said they did a systematic review and meta-analysis of published studies and unpublished individual-level data examining the effects of longer working hours on cardiovascular disease.
He said the analysis of data from 25 studies involving 603,838 men and women from Europe, U.S. and Australia, were followed for an average of eight and a half years.
Kivimaki said in the final analysis they found a 13 per cent increased risk of incident coronary heart disease, in people working 55 hours, or more per week, compared with those putting in a normal 35 to 40 hour week.
He said further that there was another analysis of data from 17 studies involving 528,908 men and women who were followed up for an average of 7.2 years.
Kivimaki said in this researchers found a 1.3 times higher risk of stroke in individuals working 55 hours or more a week compared with those working standard hours.
He said most importantly, the researchers found that the longer people work, the higher their chances of a stroke.
"For example, compared with people who worked standard hours, those working between 41 and 48 hours had a 10 per cent higher risk of stroke, and those working 49 to 54 hours had a 27 per cent increased risk of stroke.
"We fully investigated the association between working hours and cardiovascular disease risk with greater precision than has previously been possible," he said.
Kivimaki said the researchers
José Mourinho: Chelsea striker Diego Costa more sinned against than sinning
To José Mourinho, the double standards were as plain and painful as the whack that Diego Costa took to the side of the head. The problem with trying to paint Costa as the innocent victim is obvious but the Chelsea manager felt that he was on safe ground when he looked back to the flashpoint in last Sunday’s Premier League defeat at Manchester City, when his player was left dazed by a stray elbow from Fernandinho.
“I can guarantee you if it’s Diego Costa that does that … I can guarantee you red card,” Mourinho said. “If not red card, video footage and suspension. I can guarantee that, for sure.”
Mourinho has not forgotten – nor is he likely to – the ban that Costa received last season for his stamp on Liverpool’s Emre Can, which went unseen by the officials but was replayed in all its gory by the television stations. More pertinently, the Football Association had a look at it and ruled against Costa. You may remember that there was quite a hoo-ha. It should be noted that Fernandinho was booked last Sunday, which closed the door to any retrospective punishment.
“I didn’t read the press, I don’t even know what you wrote about it,” Mourinho said, with reference to the Fernandinho elbow, which was his way of saying: “There was no hoo-ha. Why not?”

Menstrual irregularities - Causes and Solution
Dr Garba Omale, a Gynaecologist with the Garki Hospital, Abuja, has said ill health, excessive weight and stress are the leading causes of menstrual irregularities.
Omale told the News Agency of Nigeria (NAN) in Abuja on Friday. He said that menstrual period was usually supposed to last for five to seven days, but in some cases, women suffer menstrual irregularity when their flow deviates from normal.
"If a woman’s hormones are not balanced, then, there is problem with the hormones that control ovulation and menstruation which makes the period to be irregular.
"If a woman is less than 15 years of age, the first few cycles maybe irregular due to the levels of the hormones being low. So the menstruation can be irregular at the extremes of age.
"For women less than 50 years of age and those above 45, hormonal imbalances are common around that age. So it could lead to menstrual irregularity in such women,’’ the gynaecologist explained.
Omale said that menstrual irregularity could also be caused by lifestyle factors such as smoking, stress, or alcoholism.
He said that common health conditions such as diabetes, chlamydia, and thyroid disease could also cause menstrual irregularity.

Calais migrant crisis: Breaches of Eurotunnel 'down'
The number of migrants trying to get into the Eurotunnel terminal near Calais has fallen to about 150 a night, the operator says, down from a high of 2,000 at the end of last month.
The company said extra security measures recently put into place were making a "real difference".
But it says the number of attempted break-ins remains "unacceptable".
Migrants in Calais make nightly bids to cross the Channel into the UK, causing delays on some cross-Channel services.
The UK government says it is spending £7m to improve security at Eurotunnel, but accepts there is still more work to do.
Extra fencing, paid for by the UK, has been erected, aimed at making it harder for migrants to get onto the platforms and trains at the terminal.
Extra measures
Eurotunnel said an increase in police numbers is keeping some migrants from getting near the terminal, leading to fewer disruptions for passenger and freight trains.
It also said the fall in numbers of attempted break-ins was a "huge improvement", adding that most of those gaining access to the terminal were being apprehended by security guards.
However, the
Hilary Clinton blasts Jeb Bush in Iraq row
Democratic presidential hopeful Hilary Clinton has hit back at one of her Republican rivals, Jeb Bush, over who is responsible for instability in Iraq.
On Tuesday Mr Bush accused the Obama administration of a "premature withdrawal" of US forces from Iraq in 2011, with "grievous" costs.
Ms Clinton replied by saying it was Mr Bush's brother George W Bush who, as president, negotiated a US withdrawal.
The US-led war in 2003 has been followed by years of turmoil.
Mr Bush called the withdrawal of US forces in 2011 a "fatal error", destabilising the nation and setting the stage for the rise of Islamic State militants.
"So eager to be the history-makers
China Tianjin blasts: Evacuations as sodium cyanide found
The Chinese authorities have ordered the evacuation of residents within a 3km radius of the Tianjin blast site over fears of chemical contamination.
The evacuations came after an apparent change in wind direction, and as police confirmed the highly toxic chemical sodium cyanide was found near the site.
A man was found alive 50m from the blast core,Xinhua news agency said.
Eighty-five people are now known to have died in the giant blasts in the north-east Chinese port on Wednesday.
People sheltering at a school used as a safe haven since the disaster have been asked to leave wearing masks and long trousers, reports say.
The order came after the wind apparently changed direction, prompting fears that toxic particles that would have previously been blown out to sea could be blown inland.
Anti-chemical warfare troops have entered the site.

Mourinho won't stop picking on Wenger
Chelsea boss Jose Mourinho has mocked Arsenal counterpart Arsene Wenger as the Blues prepare to play Manchester City on Sunday.
City boss Manuel Pellegrini signed a new contract recently after finishing a second in the league last season.
When asked if he was surprised by the deal, Mourinho said: "Why? Some other clubs, they have disappointed for 15 years and the manager is the same."
Arsenal last won the Premier League under Wenger in 2003-04.
But the Frenchman, who has been in charge of the Gunners since 1996, has led his side to FA Cup victories for the last two seasons.

Death @ 79 - Pakistan Ex ISI Chief dies.
A former chief of Pakistan's powerful military intelligence, Hamid Gul, has died at the age of 79.
General Gul led the Inter-Services Intelligence (ISI) from 1987 to 1989.
One of the most outspoken military leaders of his generation in Pakistan, Gen Gul was known for his hardline Islamist views against the US and India.
The retired general died of a brain haemorrhage in the town of Murree, north-east of Islamabad.
Prime Minister Muhammad Nawaz Sharif has expressed his condolences.
Conspiracy theorist or patriot?
While critics described him as a delusional conspiracy theorist who had little regard for democratic politics, hardline supporters considered him a patriotic Pakistani and a true Muslim, says the BBC Pakistan correspondent Shahzeb Gillani.
General Gul supported the armed insurgency in Afghanistan and Indian-administered Kashmir.
For more than two decades after he retired in 1992, Gen Gul frequently appeared on global news media often blaming Washington and Delhi for violence and instability in Pakistan

Who will win titles as La Liga, Serie A, Bundesliga, Ligue1 begins
From managerial changes at some of the continent's biggest clubs to long-running transfer sagas, it has been a hectic summer of activity across Europe.
The season has already begun in France, Germany kick off their league campaign this weekend, while Spain and Italy start the following week.
So what has changed? Who are the new faces to watch out for and, crucially, what does it all mean for the title races in Europe's major leagues?
Spain
What has changed since last season?
Very little at the home of the champions -Barcelona's recent presidential elections saw Josep Bartomeu retain power. Luis Enrique stays as coach but, after last season's stunning treble win, would have done no matter who had won the election. The Fifa transfer ban still affecting the club means the stellar cast on the pitch will remain almost identical.
The same cannot be said of Real Madrid, withRafael Benitez returning to the club where he cut his teeth as both a player and coach with reserve team Castilla. President Florentino Perez's decision to remove Carlo Ancelotti from the post was a controversial one and though the squad that starts this season will be similar to the one that ended the last, we can expect tactical tweaks. Gareth Bale has been tried in the number 10 role during pre-season, for example.
There is optimism that the clubs below the top two could continue their recent strides in closing the gap. Atletico Madrid's retention of Diego Simeone as their coach means they harbour legitimate hopes of challenging to regain the titlethey won in 2014. Europa League winners Sevillaarguably have a stronger squad than last year, while Valencia aim to make it a full complement of five Spanish teams in the Champions League in their August play-off.
The most striking aspect of La Liga's window is that two of the biggest movers cannot play for the first half of the season. Barcelona's transfer ban means Arda Turan (signing from Atletico Madrid) and Aleix Vidal (from Sevilla) cannot be registered as players until 1 January. This means that Luis Enrique will have two deluxe reinforcements already acclimatised to the Nou Camp for the second half of the season.
The goalkeeping situation at Real Madrid is a concern, with everything on hold for the anticipated arrival
Improving performances - WAEC

The results of 118,101 candidates were withheld in connection with examination malpractice. The major highlight of the results is that out of the total number of candidates that took the examination, 616, 370 candidates, representing 38.68 percent, obtained five credits and above, including
Can Marijuana really do this?
The spectre of decriminalising various things that we have become used to viewing as abnormal may finally be upon us. In many Western nations, there is a raging debate over the pros and cons of uplifting such a ban on this particular substance. For one, there is no objective evidence that its use contributes significantly to an upswing in crime. There is no evidence either that it is always subject to abuse. In many local farming and mining communities in Latin America, the plants are grown as normally as we grow the bitter-leaf plant here at home, and leaves are abundant in the countryside. As a result, the product is consumed openly in its raw form in those places. The same happens for coca leaves from which cocaine is derived. But let us limit the arguments to Marijuana and agree about its effects on our social relationships. In many places, marijuana is called different names. Some call it ‘weed.’ Others call it ‘gbana.’ Yet others call it ‘grass’ and some still call it ‘hashish.’ Among the youths, ‘igbo’ is the preferred name while in urbane circles; the name is properly called cannabis or Indian hemp.
The botanical name is Cannabis sativa and its active agent is Tetrahydrocannabinol, an extract that is in use as a psychoactive substance and is also believed to expand the mind. It is not for nothing that this particular substance has, therefore, not met with the necessary approval in many circles. It is believed that its consumption would lead to an increase
